O&M Department - Key Responsibilities

O&M aims to provide reliable, uninterrupted, and quality power supply at competitive tariffs to boost the economic and industrial growth of Jharkhand.

Sub-Transmission Network

Sub-Transmission Network

  • Monitor substation performance and maintenance of sub-transmission network i.e. 33 KV network.
  • Analyse the sub-transmission network performance data.
  • Ensure adherence to the HT maintenance standards and preventive maintenance of sub-transmission network.
  • Oversee the performance of the MRT wing in ensuring completion of all activities related to Feeder Meters / Boundary Meters and Protection System / Relay testing activities.
  • Oversee driving of safety initiatives within JBVNL including safety trainings.
  • Preparation of ADP and O&M budget related to P/S/S & HT line network as per requirement of field under budgetary provision limit.
  • Oversee execution of Annual Development Plan Works / Schemes related to PSS and HT line.
  • Ensure that work related to PSS and HT line is completed in time, as per quality standards and payment to contractor is released. Ensure preparation of progress report for works, financial progress and check deviation from detailed work schedule.
  • Ensuring Grid connectivity & P/S/S inter-connectivity as per load requirement in coordination with field level officials and ensure construction of required networks as per budgetary provision.

Distribution Network

Distribution Network

  • Monitor overall performance of distribution network maintenance up to 11KV lines.
  • Ensure adherence to the LT and DTR maintenance standards and guidelines.
  • Oversee performance of field MRT wing from DTR and LT meters perspective.
  • Preparation of ADP & O&M budget for smooth functioning and maintenance of Distribution Network from P/S/S to LT Line.
  • Monitor execution of Annual Development Plan Works / Schemes.
  • Ensure that work is completed in time as per quality standards and payment to contractor is released properly.
  • Ensure preparation of progress report for works and financial progress and check deviation from detailed work schedule.
  • Ensure performance monitoring and maintenance of distribution network.
  • Prepare & maintain safety guidelines for distribution network.
  • Monitor compliance to best practices through regular random checks.
  • Utilization of JBVNL's infrastructure in the interest of Nigam.

Store & Purchase

Store & Purchase

  • Procurement of materials as per requirement in ADP, AWP and O&M.
  • Finalization of technical specification and tender document.
  • Inviting tender, preparation of comparative statement, processing and preparation of agenda for SPC and Board of Directors, placement of purchase order and follow up.
  • Arranging pre-dispatch inspection, quality control, allocation of materials and monitoring of delivery of materials against purchase order.
  • Review of Inventory, detailed annual store verification, inventory control and compliance of discrepancies in store verification reports.
  • Disposal of scrap and unserviceable materials, equipment etc.
  • Diversion of materials from one store to other stores.
  • Supervision, inspection and coordination of different stores of the Nigam O&M plays an important role in JBVNL working environment by ensuring the infrastructure is in place within the State of Jharkhand. Along with O&M activities, this department also gets allocation under ADP budget head to carry-out Capital Expenditure at the Circles

Target & Achievement

Target & Milestone

O&M, under its operational philosophy, sets measurable targets every year against budgeted allocation. The works include Capital expenditure for infrastructure improvement as well as DPR preparation for assessing new requirements and tracking progress. The department has also taken-up the important task of implementing JBVNL Procurement Manual practices with respect to Vendor management and tendering process.

A summary of O&M targets and achievements for FY26 are as given below -

Ensuring Safety at workplace As a number of people have been involved at various sites performing regular operations, STN & DN takes necessary steps for ensuring a healthy and safe working environment. JBVNL Operations & Maintenance Manual has been prepared keeping Environment Health and Safety aspects in mind.
Preparation of ADP & O&M Budget Installation / Erection of New infrastructure is taken up in ADP Head and its operation / maintenance related activity are taken up in O&M Budget. The infrastructure of JBVNL has increased many times which has improved the power quality, power availability and power reliability.
Progress Monitoring of ADP and O&M Activities The department ensures monitoring through web-based MIS formats. Installation of New PTR/DTR, erection of 33/11 kV and LT Lines are monitored for ensuring timely completion. JBVNL puts its best effort in timely completion of all ADP and O&M activities.
Monitoring of TRW Ensuring timely repair of Power / Distribution Transformers has been earmarked as an important area under O&M Operations. Due to regular direction, monitoring and intervention of JBVNL officials, the number of burnt DTRs has been reduced greatly.
Ensuring Power Supply Quality Keeping the infrastructure maintained and quick turn-over for maintenance jobs. Power quality, power availability and power reliability has increased even in rural areas.
